立法院副院長洪秀柱的美國密蘇里州立東北大學教育碩士學歷，被媒體人周玉蔻質疑造假，只是暑期專修班。教育部表示，美國密蘇里州立東北大學是教育部認可的國外學校，除非洪秀柱要拿這個學歷報考更高學位，或是到大學任教、升等，依規定，要在國外修業滿8個月，才算取得碩士學位。(陳映竹報導)

對於洪秀柱的國外大學碩士學歷真偽，教育部高教司長黃雯玲指出，只要證書不是假的，學位就合法。教育部訂有「大學辦理國外學歷採認辦法」，洪秀柱就讀的美國密蘇里州立東北大學，現已更名，也教育部參考名冊中，是被採認的國外學校之一。

黃雯玲說明，國外學位比較有彈性，在台灣如果想要憑國外學位報考公職、或是到大學升等任教，就要受比較多規範，要被教育部認可或是當地政府合法立案的學校，還要待滿修業期限，以碩士為例，要在國外待滿8個月。

黃雯玲說，洪秀柱如果是拿這個國外碩士學歷去參選總統，相關學歷審查作業則屬於中選會的權責。
